The government was using a traditional offline procurement process which had several drawbacks such as lack of transparency, limited competition, and inaccurate record-keeping. To address these issues, the client wants to implement an e-tendering system for procurement.

Problem Statement

It is government based project. They were following traditional offline procurement process and this process typically involves steps like firstly creation of Requisition then suppliers are contacted to submit proposals or quotes, then evaluation and negotiation of quotes and proposal, the contract is signed and then delivering, invoicing and record keeping. This process is typically paper-based and manual, and can be prone to errors, delays, and inefficiencies. To get rid of these problem client wants the system which overcomes the drawback of offline system like Lack of transparency, Opportunities for corruption and fraud, Limited competition, Inaccurate record keeping, Difficulty in evaluating supplier performance, Inadequate cost control, Limited supplier information and Long procurement cycles. They believe this problem can be overcome by e-tendering system.

Challenge 1 : Tender management
System must be able to create, publish, and manage tenders online, including the ability to set deadlines, receive and review bids, and award contracts.
Challenge 2 : Electronic bidding
Ability for suppliers to submit bids and proposals electronically, including the ability to upload documents, provide clarifications, and receive feedback from the procurement team.
Challenge 3 : Secure document and User management
Secure storage and retrieval of procurement-related documents such as bid submissions, contracts, and supplier performance reports.Ability to manage user accounts and permissions and ensure data security and privacy.
Challenge 4 : Reporting and analytics
Ability to generate reports and analytics on procurement-related activities, including spend analysis, supplier performance, and contract management.
Challenge 5 : Supplier registration
A system for suppliers to register and maintain their profile information, including contact information, company information, and capability statement.
Challenge 6 : Mobile compatibility and Electronic signatures
The ability to access and use the e-tendering system from a mobile device and can be able to sign contracts and other procurement-related documents electronically.
